Building A Home In The Community
The approach to living arrangements for Persons with Disabilities (PwDs) is based on family-centric care, supported living and community integration to enhance the well-being and quality of life of PwDs. In Singapore, the Housing Development Board (HDB) is the primary agency to assist with planning for these living arrangements.

Does the PwD have Mental Capacity?
To explore possible public housing options for PwDs, one key aspect to consider is whether the PwD has mental capacity to make decisions.
A Mental Capacity Assessment can be performed by an accredited doctor. You can find the list of doctors who can conduct the mental capacity assessment.
If PwD is assessed to lack mental capacity, then a Deputy has to be appointed to act on their behalf. Find out more about Deputyship

Yes. Depending on whether you hold the HDB flat under joint tenancy or tenancy-in-common, your flat will be distributed in accordance with your will. If the child has no mental capacity, he/she may require a deputy to help manage the process and the inherited property.
You will need to appoint an executor, who will apply for a Grant of Probate upon your death to administer and distribute your assets including your flat in accordance to your will.
Your next-of-kin should engage a lawyer to apply for a grant of Letters of Administration (LOA). The LOA will allow the administrator to collect or sell the assets and distribute them to the rightful beneficiaries.
